Regional budgets: challenges of a new reality

In the spring of 2020, amid the pandemic and uncertainty in the global energy market, administrators were forced to switch to anti-crisis budget management to timely implement the measures taken to support the economy and the population. Over the seven months of 2020, compared with the corresponding period of 2019, income tax revenues to regional budgets decreased by over one fifth a decrease in other sources of income has also been indicated. At the same time, to recovery the economy during the crisis, regions of Russia had to increase expenditures. In doing so, the regions initially had different fiscal resilience and resources for implementing anti-crisis measures. How well the regions have succeeded in implementing anti-crisis measures, what are the main difficulties of anti-crisis budget management at the regional level, what will be the results of the anti-crisis measures taken – these and other topics will be discussed at the round table.
