2.G9 Local Self-Government: Development Paths

On January 30, 2019, following the results of the last meeting of the Presidential Council for the Local Self-Government Development, the President of the Russian Federation Vladimir Putin has instructed the Ministry of Economic Development of the Russian Federation to prepare a draft Basic Principles of the State Policy for the Local Self-Government Development in the Russian Federation until 2030. This instruction sets the task to all stakeholders to define what should be reflected in the Basic Principles, what are the current vectors of the local self-government development in Russia and what they could have been. In other words, the following questions have to be answered: - How relevant and applicable is the Russian experience of local self-government accumulated in recent years? Have we retained the essential features of this experience under current conditions? How useful and relevant is it in the medium and long term? - How to determine the model of modern local self-government in the country, taking into account state-society relations? - Will the municipal construction receive the necessary support from citizens? Will local self-government become creative power and gain the trust of people? - How democratic, successful and in-time is Russia's national municipal policy? To what extent the policy has to be adjusted and what are the adjustment paths? - To what extent are the solidarity society institutions (primarily, territorial and functional local communities) integrated into the process of building a unified democratic system? How important and relevant is their role in decision-making?
